NTT DoCoMo confirms successful 10Gbps wireless test, clears a path to 5G

NTT DoCoMo confirms successful 10Gbps wireless test, paves the way to 5G

No, it's not the world's most conspicuous surveillance van -- it's one of the first steps toward 5G data. NTT DoCoMo has just confirmed that the gear-laden vehicle above successfully conducted a 10Gbps wireless test in Ishigaki this December with the help of the Tokyo Institute of Technology. The dry run relied on frequencies and bandwidth well outside of usual cellular service, in the 11GHz band with 400MHz of spectrum, but proved that it was possible to blow past the speeds of LTE and LTE-Advanced while moving outdoors; the test used 24 antennas to maintain the link. DoCoMo ultimately hopes for similar speed in frequencies over 5GHz, and it's not shy about hoping the technology will define mobile communication as it improves. Although we're not expecting this kind of breakneck performance in a phone for years, it's good to know that 4G isn't necessarily the end of the line.

Whoa! 4-pound goldfish found in Lake Tahoe

Heather Segale

Gigantic goldfish, like this one held by University of Nevada, Reno, researcher Christine Ngai, have been found in the waters of Lake Tahoe.

By Tanya Lewis
LiveScience

A new kind of lake monster has been found, in the depths of Lake Tahoe: gigantic goldfish. Researchers trawling the lake for invasive fish species scooped up a goldfish that was nearly 1.5 feet long and 4.2 pounds.

"During these surveys, we've found a nice corner where there's about 15 other goldfish," environmental scientist Sudeep Chandra of the University of Nevada, Reno, told LiveScience. "It's an indication that they were schooling and spawning." The arrival of the fish, which were probably dumped there by aquarium owners, has Chandra worried ? goldfish are an invasive species that could interfere with Lake Tahoe's ecosystem.

It's unclear whether the giant fish were introduced as fully grown adults, or while they were still small, Chandra said. But even a small creature can have a big impact, if there are enough of them.

The goldfish are just one of several species of invasive warm-water fishes in Lake Tahoe. "The invasion is resulting in the consumption of native species," Chandra said. What's more, the invasive fish excrete nutrients that cause algal blooms, which threaten to muddy Tahoe's clear waters. [Photos: Giant Goldfish & Other Freaky Fish]

Fish out of water
Aquarium dumping has become a common practice in the United States and elsewhere, and it's taking a toll on native wildlife. A recent report on California's aquarium trade?found that fish owners and importers are introducing hardy, nonnative aquatic species to California waters. "Globally, the aquarium trade has contributed a third of the?world's worst aquatic and invasive species," Williams, who was lead author of the report, told OurAmazingPlanet, a sister site of LiveScience, in January.

While the exact number of aquarium owners dumping fish is unknown, scientists know the practice is occurring because these species could not have ended up in these waters naturally. Between 20 percent and 69 percent of fish keepers surveyed in Texas admitted to dumping, according to Williams.

Other ways that invasive species find their way into natural ecosystems include aquaculture, live seafood, live bait, and fishing and recreation vessels. More than 11 million non-native marine organisms representing at least 102 species arrive at ports in San Francisco and Los Angeles alone, Williams has found.

The invaders include tropical fish, seaweed and snails. One of the nastiest is a deadly type of seaweed known as Caulerpa. A type of algae that produces toxic compounds?that kill off fish, Caulerpa was eradicated in 2000 (at great expense) from lagoons in Southern California.

Aquarium owners should be more careful when disposing of unwanted fish and other animals, Williams cautioned. "It's pretty simple: Don't dump your fish," she said. Instead, she suggests calling the pet shop that sold the fish or your state department of fish and wildlife. (Euthanasia is another option, but simply flushing fish down the toilet can be problematic ? for the fish and for your plumbing.)

So why do people dump fish? Studies of dumping have shown that size and aggressiveness of the fish are two main factors, Williams said.

The largest pet goldfish, according to the BBC, was a fish named Goldie that was 15 inches (38 cm) long and weighed more than 2 pounds (0.9 kg).

Police add more confusion to Oscar Pistorius case

PRETORIA, South Africa (AP) ? The prosecution case against Oscar Pistorius began to unravel Wednesday with revelations of a series of police blunders and the lead investigator's admission that authorities have no evidence challenging the double-amputee Olympian's claim he killed his girlfriend accidentally.

Detective Hilton Botha's often confused testimony left prosecutors rubbing their heads in frustration as he misjudged distances and said testosterone ? banned for professional athletes in some cases ? was found at the scene, only to be later contradicted by the prosecutor's office.

The second day of what was supposed to be a mere bail hearing almost resembled a full-blown trial for the 26-year-old runner, with his lawyer, Barry Roux, tearing into Botha's testimony step by step during cross examination.

Police, Botha acknowledged, left a 9 mm slug from the barrage that killed Reeva Steenkamp inside a toilet and lost track of illegal ammunition found inside the house. And the detective himself walked through the crime scene without wearing protective shoe covers, potentially contaminating the area.

Authorities, Roux asserted, were selectively taking "every piece of evidence to try to extract the most possibly negative connotation and present it to the court."

The case has riveted South Africa, with journalists and the curious crowding into the brick-walled courtroom where Pistorius, dubbed the Blade Runner for his prosthetic legs, faces a charge of premeditated murder in the Valentine's Day slaying.

Pistorius says he mistook Steenkamp for an intruder and shot her out of fear, while prosecutors say he planned the killing and attacked her as she cowered behind a locked bathroom door.

The day seemed to start out well for the prosecution, with Botha offering new details of the shooting that appeared to call into question Pistorius' account of the moments leading up to the 29-year-old model's death.

Ballistic evidence, he said, showed the bullets that killed her had been fired from a height, supporting the prosecution's assertion that Pistorius was wearing prosthetic legs when he took aim at the bathroom door. The athlete has maintained he was standing only on his stumps, and felt vulnerable and frightened as he opened fire from a low position.

Projecting a diagram of the bedroom and the bathroom, prosecutor Gerrie Nel said it showed Pistorius had to walk past his bed to get to the bathroom and could not have done so without seeing that Steenkamp was not asleep there.

"There's no other way of getting there," Nel said in disputing Pistorius' claim that he had no idea Steenkamp was no longer in bed when he pumped four bullets into the bathroom door, striking her with three.

Botha backed the prosecutor up, saying the holster for Pistorius' 9 mm pistol was found under the left side of the bed, where Steenkamp slept, and it would have been impossible for Pistorius to get the gun without checking to see if she was there.

"I believe that he knew that Reeva was in the bathroom and he shot four shots through the door," the detective said.

Botha described how bullets struck Steenkamp in the head and shattered her right arm and hip, eliciting sobs from Pistorius, who held his head in hands.

However, when asked if Steenkamp's body showed "any pattern of defensive wounds" or bruising from an assault, Botha said "no." He again responded "no" when asked if investigators found anything inconsistent with Pistorius' version of events, though he later said nothing contradicted the police version either.

Testimony began with the prosecutor telling the court that before the shooting, a neighbor heard "nonstop" shouting between 2 a.m. and 3 a.m. at Pistorius' upscale home in a gated community in the capital, Pretoria.

However, Botha later said under cross examination that the witness was in a house 600 yards (550 meters) away, possibly out of earshot. He cut that estimate in half when questioned again by the prosecutor, as confusion reigned for much of his testimony.

At one point, Botha told the court that police found syringes and two boxes of testosterone in Pistorius' bedroom ? testimony the prosecution later withdrew, saying it was too early to identify the substance, which was still being tested.

"It is not certain (what it is) until the forensics" are completed, Medupe Simasiku, a spokesman for South Africa's National Prosecution Agency, told The Associated Press. It's not clear if it was "a legal or an illegal medication for now."

The defense also disputed the claim. "It is an herbal remedy," Roux said. "It is not ... a banned substance."

Still, Botha offered potentially damaging details about Pistorius' past, saying the athlete was once involved in an accidental shooting at a restaurant in Johannesburg and asked someone else "to take the rap."

The runner also threatened men on two separate occasions, Botha said, allegedly telling one he'd "break his legs."

The detective said police found two iPhones in Pistorius' bathroom and two BlackBerrys in his bedroom, and none had been used to phone for help. Guards at the gated community did call the athlete, Botha said, and all he said was: "I'm all right," as he wept uncontrollably.

Roux later suggested that a fifth phone, not collected by the police, was used by Pistorius to call for help.

The question now is whether Botha's troubled testimony will be enough to convince Chief Magistrate Desmond Nair to keep Pistorius in prison until trial. While Pistorius faces the harshest bail requirements under South African law, the magistrate has said he would consider loosening them based on testimony in the hearing. Final arguments were scheduled for Thursday.

Google working with Visa, Mastercard, PayPal to cut off funding for alleged piracy sites

DEAR ABBY: My boyfriend, "Doug" (24), and I (22) have been in a long-distance relationship for a year, but we were friends for a couple of years before that. I had never had a serious relationship before and lacked experience. Doug has not only been in two other long-term relationships, but has had sex with more than 15 women. One of them is an amateur porn actress.I knew about this, but it didn't bother me until recently. Doug had a party, and while he was drunk he told one of his buddies -- in front of me -- that he should watch a certain porn film starring his ex-girlfriend. ...

Sony pressured to change game with PS4 console

A June 7, 2012 file photo shows fans playing Playstation 3's Hitman Absolution at the E3 videogame extravaganza in Los Angeles, California. Sony is expected to reveal its vision of the future of home entertainment on February 20, 2013 by providing a glimpse at a new-generation PlayStation console that streams games, films, music and more.

Sony is expected to reveal its vision of the future of home entertainment on Wednesday by providing a glimpse at a new-generation PlayStation console that streams games, films, music and more.

"Sony needs a big hit with this game console," said Forrester analyst James McQuivey.

"Not just because it has lost its dominance in gaming to Microsoft's Xbox 360, but because the company needs to make what might be its last attempt to be relevant?not as a device maker but as a digital platform."

McQuivey argued that the Japanese consumer electronics titan must show it can go beyond selling gadgets to skillfully cultivating ongoing relationships with customers who turn to online sources for entertainment.

"It's a big challenge," the analyst said. "While we won't know for a while whether Sony's new box succeeds as a device, we will know right away whether Sony has the right ambitions."

Analysts and industry insiders are certain that a Sony event in New York City on Wednesday evening will be devoted to introducing the PlayStation 4, a console that would hit the market next year.

"Expect Sony to come out, guns blazing, talking about technical details and specifications of what is likely to be a pretty mind-blowing system," said TechSavvy Global strategic innovation consultant Scott Steinberg.

The company will likely also announce "kick-ass games and development talent recruited to the cause," he continued, explaining that "Sony has traditionally been run by engineers and focused on high-performing gaming systems."

However, analysts want to see whether Sony goes beyond impressive hardware to a console that integrates services, the popularity of smartphones and tablet computers, and rich portfolios of games, films, music, and television shows.

"The question is going to be how the system has been updated to stay relevant to the times," Steinberg said. "Gamers want to know what they can get on the PS4 that they can't get anywhere else."

The PS4 will succeed PlayStation 3 consoles that began their lifespan in late 2006.

Sony has remained mum, but that hasn't stopped talk of hardware upgrades such as improved graphics and controllers with touchpads, and chatter of a Sony cable-style service to route film or music content to PlayStation consoles.

Speculation ahead of the event included talk of being able to play full-scale videogames streamed online?a break from the practice of selling titles on disks.

"If Sony can offer streamed top-notch games via an affordable pricing plan, that would be a coup," Steinberg said. "It is a nascent market that will be growing by leaps and bounds in coming years."

Free or inexpensive free games on smartphones and tablet computers are increasing the pressure on videogame companies to deliver experiences worth players' time and money.

New generation consoles are typically priced in the $400 to $500 range, and blockbuster game titles hit the market at $60 each.

"Sony is under a lot of pressure," said National Alliance Capital Markets analyst Mike Hickey. "Gamers are desperate for innovation and better games."

While Sony is tethered to "legacy" hardware, companies such as Apple and Google are driving innovation with tablets, smartphones, and ways to route Internet offerings to television sets, according to Hickey.

In ramping up content and services for PlayStation, Sony needs to motivate people to upgrade from the current model.

"If Sony wants to win it, they need to show some killer games to get people to go out and spend a lot of money for the core game experience," Hickey said.

He blamed a dearth of compelling titles as a reason for disappointing sales of Nintendo's innovative Wii U consoles, introduced late last year.

"The Wii U is a case study you can't ignore," Hickey said. "Sony at least has to nail it with the games; the core market can drive the mass market."

Industry tracker NPD Group reported that just shy of $9 billion was spent in the United States last year on purchasing or renting video and computer games.

Another $5.92 billion was spent on game downloads, subscriptions, and play on mobile games or at social networks, according to NPD.

"Tablets are in every household and the computing power of tablets is going up every year," Hickey said. "Eventually, the tablet could very well become the console."

Three men in NYC save unconscious stranger from tracks

By NBCNewYork.com

Three men wasted no time jumping onto the subway tracks to save a man who fell off the platform in the early morning hours Sunday, barely missing the next train rolling into the station.

The incident happened at about 2:40 a.m. Sunday at Columbus Circle, when a man in his twenties hit his head and stumbled onto the tracks at the 1 train platform. The next train was supposed to arrive in two minutes when 22-year-old Garrett O'Hanlon jumped onto the tracks.

?"I looked over and saw him down there, and everyone started to scream," the Air Force cadet from Dallas, Texas, told NBC 4 New York Monday. "After that, it was almost like a blur, it happened so quickly."

Seeing O'Hanlon struggle with the unconscious and bleeding man, 23-year-old Dennis Codrington jumped in, along with his friend from Poughkeepsie, 23-year-old Matt Foley. The three worked quickly as the train approached.

"He had to be 220 to 240, he was a very heavy man," said O'Hanlon. "I couldn't lift him by myself."

Codrington, a personal trainer at Equinox who lives in Washington Heights, told NBC 4 New York, "It was really surreal. I can't tell you what I was thinking when I was down there. The last thing that went through my head was just get the guy off the tracks."

The three men were still struggling to lift the man on the tracks onto the platform when other straphangers pitched in. "The people on the platform were pulling him up, pulling us up," said O'Hanlon. "It was like collaboration of teamwork." The three heroes got up just in time. First responders rushed the unconscious man to a hospital. His condition was unclear.

Codrington soon boarded a train to go back to work, and O'Hanlon had a flight to catch back to the Air Force Academy in Colorado. "To witness something like that, witness someone almost being killed, it just puts a lot of things in perspective for me," said Codrington.

Armenian president re-elected, opposition cries foul

YEREVAN | Tue Feb 19, 2013 2:10am EST

YEREVAN (Reuters) - Armenian President Serzh Sarksyan has won a new five-year term, the Central Electoral Commission said on Tuesday.

Police said after polls closed on Monday that they had received 70 reports of voting violations, including bribery at polling stations, and that they had opened two criminal investigations.

The president, 58, has vowed to sustain economic recovery in his landlocked South Caucasus country and said before the vote he would ensure stability and security after years of war and upheaval though he outlined no big policy changes.

Preliminary results released by the Central Electoral Commission showed Sarksyan had won 58.6 percent of the votes cast. His closest rival, U.S.-born Raffi Hovannisian, who served previously as foreign minister, was on nearly 37 percent of votes.

The preliminary results followed an exit poll immediately after voting ended in the former Soviet republic which had put Sarksyan on 58 percent of the votes.

The opposition Heritage Party said that some ballots cast for opposition parties had been thrown out, although there was no indication whether it would challenge the vote, which passed without any major violence.

Did two American executives fake their deaths in Mexico?

The reporter in Mexico who described the purported death of two American executives with a crumbling business said they were likely not killed and he may have been "fed" the story.

Antonio Neri Johnston, a reporter for El Occidental newspaper in Guadalajara, Mexico, wrote a story on Feb. 11, describing that the bodies of Americans Michael Davies and Derald Johnston, identified as the CEO and CFO, respectively, of Southridge Enterprises in Dallas, had been discovered.

Johnston said a man who claimed to be a police officer in a remote village said two bodies were found in a river with documents showing their identities.

"The strange thing is, they called me, but also other colleagues," Johnston, who could not be reached for comment today, told Dallas ABC affiliate WFAA.

But Johnston said neither local police nor American authorities have evidence of a crime where the bodies were found, nor that the men have been reported missing or even that they existed in the first place.

"We were fed a story, and many of us ran with it," Johnston told The Dallas Morning News.

The Securities and Exchange Commission terminated Southbridge Enterprises Inc. registration in 2011, noting that there were approximately 134 stock "holders of record." ABC News was not successful in attempts to contact an attorney and law firm once associated with the company, Carrillo Huettel LLP, in San Diego, Calif.

According to one of its press releases on its website, Southridge Minerals announced in November 2012 that it "hired new legal representation" but did not specify which law firm.

Southridge Mineral states that it was in the "development and acquisition of gold and silver mines in Mexico," but Bandera Gold, a competing company, said Southridge claimed to have business in places in Mexico where none existed.

Starting in early 2012, Southridge began issuing press releases indicating that it had surface rights to Cinco Minas in Jalisco, Mexico, something that caught the attention of Bandera Gold, a gold exploration company in Alberta, Canada, that said it has ownership of the land.

Bandera Gold has been in a legal dispute with its former joint venture partner since 2008 over a $5.6 million agreement to invest in Cinco Minas,

"[Southridge] was claiming a comprehensive drill program and they were intercepting bonanza grades -- all of which when we were acutely aware the site was dormant. It has not had activity since late 2007," said Stephen Roehrig, Bandera's CEO.

Concerned that Bandera Gold's shareholders might be confused by the conflicting information, Roehrig said he hired an independent security team to monitor the site and found no evidence of mining activity.

Roehrig told ABC News Bandera sent "cease and desist" letters to the address Southridge registered with the SEC. Those letters returned "undeliverable."

Linda Coker, the tenant relations manager at the Dallas office building of Southridge and Southridge Minerals, told the Dallas Morning News that Southridge does not lease space in the building, though she said the company may have had a temporary or virtual office operation there.

"We made efforts to try and communicate with them," Roehrig told ABC News. "There's never been evidence that he at all exists. All attempts to communicate with him ended up as a dead end."

The SEC suspended trading in Southridge stock after the company issued a statement claiming that it had a joint partnership in Mexico with Kinross Gold Corp. of Canada. Kinross told the SEC there was no such deal.

Hagel's GOP foes signal vote should go on

PORT ST. LUCIE, Fla. (AP) ? Republican opponents are sending signals that Chuck Hagel's bid to become defense secretary will probably come to an up-or-down vote soon in the Senate.

That's unless more information damaging to the nominee ? and the Obama administration ? surfaces in the coming week.

Critics maintain the decorated Vietnam combat veteran and former senator is unqualified to lead the U.S. military. A top White House official expressed "grave concern" over the delayed confirmation vote, adding that there was nothing to worry about in any disclosures that may yet come.

Arizona Sen. John McCain, a key Republican on defense matters, said Sunday that he doesn't believe Hagel, a one-time colleague and friend, is qualified. "But I don't believe that we should hold up his nomination any further, because I think it's (been) a reasonable amount of time to have questions answered."

McCain and other Republicans angered President Barack Obama by delaying a vote on Hagel last week and preventing him from rounding out his second-term national security team, which includes Hagel and John Brennan, the White House counterterrorism adviser who is awaiting confirmation to become CIA director. Former Massachusetts Sen. John Kerry assumed his post as secretary of state at the beginning of February.

Critics say Hagel, who snubbed McCain by staying neutral in the 2008 presidential race between McCain and Obama, isn't supportive enough of U.S. ally Israel and is unreasonably sympathetic to Iran, which has defied international pressure to halt its pursuit of material that could be used to make nuclear weapons.

Hagel's nomination also became ensnared in Republican lawmakers' questioning of how the White House handled the September attack against a U.S. diplomatic mission in Benghazi, Libya, in which the U.S. ambassador and three other Americans were killed. Hagel had no role in the administration's response to the Benghazi attack.

GOP senators also have challenged Hagel's past statements and votes on nuclear weapons, and his criticism of President George W. Bush's administration.

Republicans last week delayed a confirmation vote, but have indicated that one will be allowed when lawmakers return from a break on Feb. 25.

Sen. Lindsey Graham, R-S.C., another leader of the opposition to Hagel, referred to a letter he received from Hagel in response to questions about past statements on Israel. Graham said that, as a result, he'll take Hagel at his word, "unless something new comes along."

Still, the weeklong delay buys Hagel's opponents more time to rally additional opposition.

White House chief of staff Denis McDonough, making his first appearances on the Sunday talk shows in his new role, was asked if the delays in filling out Obama's Cabinet presented a threat to national security.

"It's a grave concern," he said.

Hagel "has one thing in mind: How do we protect the country," McDonough said, adding that there was nothing to worry about in any disclosures about Hagel that may still come.

Graham said senators were taking seriously their responsibility to scrutinize "one of the most unqualified, radical choices for secretary of defense in a very long time."

Obama has criticized Republican senators for delaying the nomination, accusing them of playing politics with national security.

McDonough appeared on ABC's "This Week," while McCain spoke on NBC's "Meet the Press" and Graham was interviewed by "Fox News Sunday."

Santana won't pitch in World Baseball Classic

Johan Santana 1 polaroidThe Mets officially denied Johan Santana?s request to pitch in the World Baseball Classic, Sandy Alderson told reporters today.

?He wants to play. We know that,? Alderson explained. ?But, under the circumstances, we don?t think it?s in his best interest or ours. ? We think that he will be better served with a full, routine, progressive spring training as opposed to the accelerated program the WBC would represent.?

Yesterday at Tradition Field, Santana threw a bullpen session off the mound. Terry Collins later said Santana will make his first Grapefruit League start on March 2.

?You don?t have too many opportunities to represent your country in an event like that,? Santana said, according to ESPN New York. ?I feel bad about it. At the same time, I understand everything that they?re saying and they?re doing. There?s not much I can do about it.?

Santana missed the entire 2011 season because of surgery on his throwing shoulder.

2:02 PM:?According to SNY?s Matt Dunn, Santana was preparing to pitch in the WBC, since it was something he really wanted to do.

Santana says he will now prepare for the regular season, and will soon talk with Terry Collins and the staff about a new plan of attack.

Matthew Cerrone, MetsBlog.com:

The moment Sandy Alderson?s questions his team?s chances to be in a pennant race this summer, I expect he?ll start shopping Santana; but only if Johan is pitching well and looking strong. To do that, I think they?re going to get him early rest and pace his performance. Johan will have value if he looks good and the Mets are willing to eat most of his remaining salary, which I think they will. Teams are more likely to pay for a guy like Santana than a hitter, when in a pennant race, and this front office knows that. But, Santana first needs to go slow and create confidence he?ll be capable for a contendor in the second half? not pitching in the WBC is the first smart step.

OPSEU Diablogue: Nicaragua Day 6: The mayor cuts class to greet us

The Mayor of Puerto Cabezas (left) cuts out of class to greet us.

The Mayor of Puerto Cabezas (left) cuts out of class to greet us.

PUERTO?CABEZAS?- The Mayor of Puerto Cabezas came out of his Saturday law class to greet us in the hallway. As little kids sold us bags of fruit outside the classrooms, arrangements were made for a more formal audience before we left town. Today we were at the local campus of Bluefields Indian Caribbean University where among other things, they are trying to educate local leaders in the law.

The University sees itself as answering the needs of its region accommodating more than 2,500 students in their degree programs. Prior to 1992 no university existed in the Atlantic Coast of Nicaragua. Those with academic ambition had to travel to the Pacific coast to study. Given these are five-year?programs, few professionals ever made their way back to Puerto Cabezas.

One official told us ?you could count on your fingers the number of professionals? that worked in the region prior to 1992.

For medicine programs, the university specifically?admits students based on geography, calculating that someone with a nursing degree is far more likely to eventually work in a remote location like Waspan, Bonanza or Siuna if they originally came from these communities.

The University also makes a point of admitting students from over the border in Honduras. Despite the poverty of Puerto Cabezas, the university insists that young people in nearby Honduras have it even worse.

?University officials say they strongly believe that education is a right and do all they can to accommodate students. While the $35/year tuition may not be overwhelming, the cost of not working and living in a town far away from your family can be a daunting challenge.

Classroom in the former hospital.

Classroom in the former hospital.

The Puerto Cabezas campus was a cooperative agreement between Bluefields and the Moravian Church. The church has converted their former hospital in the city into a university after the Nicaraguan government had taken responsibility for health care.

As part of that agreement the university agreed to offer a Bachelor?s degree?in theology. Many of the programs the school operates would not be out-of-place in a Canadian College setting, the emphasis being on economic development and the needs of the community.

That includes educating teachers for the region?s high schools. The university realizes that their future is tied up with a strong primary and secondary school system in their feeder communities.

The school particularly wants to address the high rate of violence in the region, picking up on the discussions we had with AMICA the day before. Given the violence is deeply ingrained in the community, the university is sensitive about addressing the issue while remaining respectful to the community.

As a relatively young institution ? Bluefields Indian Caribbean University was only established in Puerto Cabeza in 1995 ? the university would like to set up relationships with other academic institutions internationally, including the possibility of working on exchange programs.

Visiting a nearby museum to learn more about indigenous peoples.

Visiting a nearby museum to learn more about indigenous peoples.

Earlier in the day we visited a partner of AMICA. While AMICA focuses on the legal side of violence against women and children, it is the Nidia White Shelter that takes in AMICA?s clients when they have no place to go.

The morning we visited Nidia White the shelter was full of children, many who had suffered physical and sexual abuse at the hands of a family member. While the offices face onto the street in behind a tall chain link fence topped with barbed wire, the shelter itself is in a newer building at the back of the property.

The shelter is fortunate to have a psychologist on staff given the trauma women and children face before arriving on the shelter?s doorstep. Victims often have difficulty with their self-esteem ? childen often feel their body has no value after being sexually abused.

In Nicaragua mental illness gets little attention and the shelter can be called upon the support the hospital by sharing their professional resources.

Given the economic plight of women in the region, the shelter must also prepare women who are likely to return to the same circumstance in which they or their children were abused. The shelter advises them to keep their legal documents close at hand, to always have a suitcase packed and know which window they can easily get out of should the situation arise again. Few women are able to economically go out on their own, although some escape an abusive situation by moving in with relatives.

They also tell them to find someone they can talk to. Breaking the silence is an important piece of advice.

Late afternoon it was back to AMICA, where two historians were waiting for us. The Misktu?indigenous people were here long before others arrived in Nicaragua. At one point there were 33 different indigenous peoples living in the region. Today there are three.

Despite 500 years of colonialism, the Misktu?are proud of maintaining their language and cultural identity. They see the present model of autonomous government as one other indigenous groups may want to emulate, including the Zapatistas in Mexico.

The historians say the Misktu needs more than cultural autonomy, they need meaningful economic autonomy too.

Tomorrow: We head into the countryside around Puerto Cabezas.

February 8, 2013 -- IN THE NEWS: An oil tax could be one of the least painful ways to trim the deficit

Friday, February 8, 2013
Washington Post&nbsp &nbsp(Browse all news)

By Brad Plumer

February 6, 2013

Like it or hate it, policymakers in Washington are still obsessed with the deficit. That?s why think tanks keep churning out clever plans to cut spending and raise taxes.

And here?s a new paper from the Council on Foreign Relations offering an interesting twist on the theme. Using economic modeling, Michael Levi and Citgroup?s Daniel Ahn suggest that a tax on oil consumption could be one of the least harmful ways to trim the budget deficit.

How do they figure? Levi and Ahn first assume that Congress will enact a big deficit-reduction package over the next 10 years that cuts spending by 3 percent of GDP by 2020 and raises corporate and income taxes by 1 percent of GDP by 2020. That may be unlikely in the real world, but it?s fairly similar to the much-discussed Simpson-Bowles proposal.

Next, the authors look at what would happen if Congress scrapped some of those tax hikes and spending cuts and instead replaced them with a tax on oil consumption. This would could involve simply raising existing taxes on gasoline, diesel fuel, and jet fuel. They assume the oil tax would be phased in over time and come to about $50 per barrel of crude oil in 2020, or an extra $1.20 per gallon of gasoline.

After running their economic model, Levi and Ahn found that using the oil tax to fend off some of the spending cuts and income tax hikes could be beneficial to the U.S. economy. In other words, a deficit package with an oil tax could be less harmful than a deficit package without one. Here?s the key chart:

In Variation 1, the gold line, the oil tax is used to restore part of the government spending cuts in the big deficit-reduction deal. In Variation 2, the blue line, the oil tax is used to restore part of the spending cuts and keep taxes lower. In Variation 3, the red line, the oil tax revenue is used to keep income and corporate tax rates at their current levels.

The end result: The U.S. economy performs better when there?s oil tax revenue to fend off spending cuts and tax hikes. GDP rises faster and unemployment falls further.

Why might this be? For one, Levi explained in a phone interview, a portion of the oil tax would fall on foreign countries, since the United States still imports about 40 percent of its crude. What?s more, oil in the United States is relatively lightly taxed. ?Raising taxes on something that?s under-taxed, like oil, rather than something that?s already heavily taxed, like income, can yield good results,? Levi said.

Of course, this is a rather simplistic scenario, and Levi and Ahn model a few other possibilities in their full paper (pdf). For instance, it?s quite possible that an oil tax would curb U.S. fuel consumption, which might in turn lower global oil prices. (Though that?s hardly certain; a lot would depend on how OPEC responded.) In that case, the U.S. economy could see a slightly bigger boost.

?

Meanwhile, there are distributional consequences to consider. An oil tax is likely to be quite regressive ? many poorer Americans spend a greater fraction of their income on gasoline. So Levi and Ahn looked at what would happen if half of the oil tax revenue was kicked back to consumers as lump-sum rebates, while the other half was used to reduce taxes and maintain spending levels. Even in that case, the economy performs better than it does under a standard deficit-reduction plan.

In theory, a tax on oil could have other benefits as well ? if it reduces domestic fuel consumption, that would make the U.S. economy less vulnerable to large swings in global oil prices. But those benefits aren?t factored in here.

?

Last year, a similar study from MIT looked at the effects of using a broader carbon tax to trim the deficit. That study found that carbon taxes only offered a slight advantage over other budget-cutting measures. But there?s an important difference here ? unlike the MIT study, Levi and Ahn?s paper doesn?t assume that the U.S. economy will be running at full employment anytime soon. And in that case, finding ways to blunt the impact of deficit reduction over the next 10 years could have a big effect on the course of the economy.

An invisible war rages in world's oceans

Researchers used samples from the Sargasso Sea and coastal Oregon waters, finding four new viruses that killed the most abundant bacteria in the oceans (SAR11) in lab experiments. Here, a phytoplankton bloom in the South Atlantic Ocean.

By Wynne Parry
LiveScience

The discovery of new viruses that appear to be spread around the world's oceans hints at a war waging between such viruses and their prey: an abundant group of bacteria.

The bacteria, collectively known as SAR11, are the most abundant organisms known to inhabit seawater.

"They are everywhere, from the surface down to the bottom, from pole to pole," said study researcher Stephen Giovannoni, a professor of microbiology at Oregon State University, adding that SAR11 microbes are most abundant in the warm waters of ocean gyres, or rotating currents, where they can account for as much as 40 percent of plankton cells.

Bacteria killers
In 1990, Giovannoni's lab first identified these microbes using DNA (the genetic code deoxyribonucleic acid) found in water collected near Bermuda in the Sargasso Sea. Microbes in this group were later identified in waters around the world. [Image Gallery: Lost in the Bermuda Triangle]

Michael Rappe, SOEST / UHM

An electron micrograph of SAR11 bacteria strain HIMB4 cultured from Kaneohe Bay, Oahu, Hawaii.

More recently, using samples collected from the Sargasso Sea?as well as from coastal Oregon waters, Giovannoni's team identified the four new viruses, which, the team found, killed SAR11 cells in laboratory experiments. They dubbed the viruses "pelagiphages," because they infect bacteria in the open ocean.

The team sequenced the genomes of these pelagiphages and compared these with DNA from other viruses. They found similarities between the pelagiphages and?viruses that attack other ocean-dwelling bacteria. One of the new viruses, however, was so new that it created a new group, called a subfamily, of so-called podoviruses.

To get an idea of the geographic spread of these pelagiphages and their close relatives, the researchers compared their sequences with viral genetic material contained in samples from the Pacific Ocean and elsewhere.

Their results indicate these are the most abundant marine viruses seen so far, Giovannoni told LiveScience.

Explaining SAR11's success
The discovery offers clues to SAR11's success. While some had speculated that the abundance of SAR11 microbes resulted from the bacteria's ability to evade predators such as viruses, Giovannoni and colleagues have suggested the microbes' key talent was their ability to grow by converting organic carbon molecules ?dissolved, brothlike, in seawater ? into carbon dioxide. (SAR11 microbes are thought to play an important role in the planet's carbon cycle.)

The discovery of abundant viruses that prey upon SAR11 supports the latter theory about the bacteria's success, Giovannoni said.

"They can be killed by the viruses, but they are still successful, because they are always growing," he said.

Viruses and their hosts often engage in an evolutionary arms race. In a paper to be published online on Thursday by the journal Nature, Giovannoni and colleagues suggest the abundance of SAR11 cells may give them an advantage by making it easier for them to share helpful DNA with each other, a common bacterial strategy. This genetic exchange enables the bacteria to adapt to the viruses, which must then adapt their counterattack.

The value of old-school technique
Giovannoni noted that the team had used a combination of genomic analysis and traditional lab techniques for this research.

As the cost of generating genetic sequence data drops, researchers are turning to this technology more and more. However, old-fashioned lab work, testing viruses isolated from seawater in cultures of SAR11 cells, was a crucial part of this research, he said.

While genomic analysis ? which looks at an organism's genetic blueprint?or genome ? is a powerful tool, it has limitations, Giovannoni pointed out. One of the viruses was so new to science that its DNA sequence could not be identified by the most widely used methods of DNA analysis; only a new and particularly powerful analysis tool allowed researchers to recognize genes it contained that were distantly related to those from other viruses, he told LiveScience.

Oz publishers to restrict coverage of India Test series due to BCCIs harsh demands

Australian News.Net Thursday 14th February, 2013

When a similar difference of opinion arose during England's recent visit, English publishers declined to use photographs provided by the BCCI, the Sydney Morning Herald reports.

Less than a week after ABC Radio confirmed it would have no commentary or reporting presence at the looming India-Australia Test series due to a dispute about the price and terms of broadcasting rights demanded by the BCCI, a key photograph supplier to Australian newspapers and websites, Getty Images, has been denied official approval, the paper reported.

The BCCI's justification for banning Getty Images last year was it considered the photo agency's primary businesses involved the commercial sale and licensing of images rather than the supply of images to news publications for valid editorial purposes.

The BCCI claimed last year in November that it stands by its decision, which is based on the legitimate interest of prioritizing and limiting stadium access to those persons and entities primarily involved in news reporting activities and, thereby, promoting the public interest in consuming news and editorial comment from diverse sources.

BCCI's stance was slammed by Fairfax Media's chief editorial director, Garry Linnell, as a complete rejection of the notion of a free press.

Linnell said the arrogance of the Indian cricket board is breathtaking but the far-reaching implications are simply Orwellian.

Linnell's stance was also repeated by news agency Australian Associated Press, which is likely to prevent newspaper reports from its reporter covering the series being published anywhere outside Australia and New Zealand, the paper said. (ANI)

NEW YORK (AP) ? Beyonce is hoping that her ultra-revealing documentary will someday provide inspiration for Blue Ivy, the year-old daughter she and husband Jay-Z have.

"I hope that she will see all of the beautiful times (and) all the tough times that led up to her being here," the singer said Tuesday night at the New York premiere of her upcoming HBO documentary, "Life is But a Dream."

She added: "I'm hoping that ... it can comfort her and inspire her in her life when she needs it."

The autobiographical film takes a no-holds-barred look at the entertainer. It stems from personal conversations the 31-year old singer made using the video camera on her computer over the past couple of years. It also includes home movies of the Grammy-winning singer and her two sisters.

In the film, Beyonce candidly discusses personal matters like her miscarriage, reports of faking her pregnancy, and firing her father as her manager.

She claims the process of talking into a camera to get all her thoughts out was therapeutic.

"I really grew so much," she says of the process. "This movie has really been my therapy. I've healed from so many wounds and I've been able to understand why some of the things I've been through, why I went through, so feel really proud, and hopefully I can inspire other people."

The singer has been private about her life in the past. But she felt the time was right to let people know how she felt.

"I felt that after 16 years of being a public singer, people didn't know who I was," she admitted. But then she added: "I will always keep certain things to myself because it's only natural."

Oprah Winfrey made a surprise visit to the premiere, and posed with Beyonce on the red carpet. Before going into the Ziegfeld Theatre, Winfrey, known for her tough, results-driven interview style, was asked if this was the kind of story she would have done on Beyonce.

She said Beyonce did a "much better job" of telling her own story. "I wouldn't have been in the bedroom and in the closet and in the car and on vacation," she said.

Beyonce acted as the film's executive producer and co-directed it with Ed Burke. He previously worked on some of her video projects. "Life is But a Dream" airs Saturday on HBO.

Settlement offers now in university hands

HARRISBURG ? The lawyer brought in by Penn State to help settle Jerry Sandusky-related claims said Monday that he recently gave university officials monetary settlement offers from most of the people asserting claims related to the child-molestation scandal.

Attorney Ken Feinberg told The Associated Press that he delivered the demands to Penn State administrators, lawyers and members of the board of trustees during a meeting Friday in Philadelphia.

?The next step is Penn State ? we?ll see how Penn State responds in the next few weeks,? Feinberg said.

Asked about the meeting, a university spokesman declined to comment. Reactions by lawyers for the claimants ranged from hopefulness to no comment. None would say what dollar figure he or she is seeking.

Feinberg ?has assured us that within a degree of somewhat certainty, like 85 percent, he thinks he can get our case settled,? said Harrisburg attorney Chuck Schmidt, whose client?s lawsuit is on hold. ?So far as it moving forward, I?m cautiously optimistic.?

Bala Cynwyd lawyer Mike Boni, who represents Aaron Fisher, the young man known as Victim 1 whose story launched the investigation and successful prosecution of Sandusky, said Feinberg?s response to his settlement offer was ?hope springs eternal.?

?He said what he had to say, which is, ?You?re asking for too much; I?ll see what I can deliver,? ? Boni said. ?At the end of the day, I don?t think we?re all that far apart.?

Sandusky, 69, is serving a 30- to 60-year prison term for the sexual abuse of 10 boys over 15 years, including attacks on children inside Penn State athletics facilities. Penn State?s president issued a statement the day Sandusky was convicted in June, vowing to settle ?privately, expeditiously and fairly.?

Feinberg disclosed last month that he was working with 28 claimants, 10 more than were the subject of Sandusky?s criminal trial. He emphasized Monday that not all claimants have made a settlement demand.

Also Monday, a Penn State trustee called on the university governing board to re-examine the findings of former FBI director Louis Freeh?s school-sanctioned investigation.

A critique released this weekend by Joe Paterno?s family raised ?serious and troubling? questions about Freeh?s findings, trustee Alvin Clemens said in a statement.

Former U.S. Attorney General Dick Thornburgh was among the experts brought in by the Paterno family to review the Freeh report, which concluded that Paterno and other university officials covered up allegations against Sandusky to spare the university bad publicity. The family?s review said the cover-up claims were inaccurate, unfounded and equated to a ?rush to injustice.?

Freeh has defended his work and stood by his findings. He has called the Paterno family?s review self-serving and a campaign to shape the late Hall of Fame coach?s legacy.

Paterno died in January 2012 at age 85.

The NCAA levied unprecedented sanctions on Penn State less than two weeks after Freeh released his findings in July.
