New FEMA Flood Maps Push Many into 'High Risk'

Last week the Federal Emergency Management Agency released new flood maps that may impact the insurance premium some homeowners pay.

The maps, which assess the risk of flooding, bumped many local coastal residents from the ?low risk? category to the ?high risk? category. A high risk property is defined as having at least a 1 in 4 chance of flooding during a 1 in 30 year storm.

The new maps were constructed by using advanced technology, including aircraft that used laser beams to more accurately measure local topography. A decades worth of new weather and tide data was also incorporated into the risk maps.

Residents in high risk zones are subject to much higher flood insurance premiums, on the order of $4,500/year. Compare that to a low risk premium closer to $500/year. Residents that were reclassified into a high risk, but already have flood insurance, will have their rates grandfathered according to local insurance agents.?Uninsured residents now in high risk areas, however, will be subject to the higher premiums.

FEMA has made the flood maps available online to determine where your property lies. Be warned that the site is rather slow and cumbersome.

Zimbabwe power cuts to persist for 10 years: official

Energy-starved Zimbabwe will suffer longer and more frequent power shortages for the next 10 years, a senior official said Friday.

The country's power utility will extend blackouts until it can boost capacity, Patson Mbiriri, secretary for energy and power development, told an annual congress of the Confederation of Zimbabwe Industries.

"By 2022 that's when we will be able to generate enough power for domestic and industrial power," Mbiriri said.

Zimbabwe needs about 2,200 megawatts of electricity at peak consumption but generates just below 1,300 megawatts, while relying on imports to fill the gap.

Due to ageing equipment, power generation is often disrupted following breakdowns. In most cases, the generators operate below capacity.

In recent months, Zimbabwe could only afford to import 25 megawatts from nearby countries after major electricity suppliers in the region turned off the switches over non-payment of dues.

"Most of our woes in terms of blackouts will end in 2015," Mbiriri said.

Energy Minister Elton Mangoma recently said Zimbabwe has whittled its debt to power providers to under $20 million from around $100 million in a bid to resume imports.

There are plans to revamp the northern Kariba hydro-power station and the Hwange thermal power station in the west of the country.

Industry Opportunities Identified: Dozens of innovative spa/wellness industry opportunities were presented, and hot-button ones included:

  • Spas as ?Telomere Health Centers?: Telomeres are the caps of our chromosomes, and medical studies increasingly reveal that their health/length is a crucial window into a person?s actual ?cellular age,? and a predictor of diseases like cancer and heart disease. Studies also show that stress reduction, a healthy diet, exercise and mindfulness practices can lengthen telomeres ? exactly what spas provide. With telomere testing launching to the general population in the next year, the tracking of the impact of various spa/wellness therapies on telomere health could become a reality. And as the evidence mounts that core spa/wellness approaches positively modify telomere health, a natural industry opportunity arises.
  • Mental Wellness & Happiness, Brain Performance & Creativity: From top doctors on Aspen Institute?s Health Innovation panel, to celebrity Mariel Hemingway, a recurrent topic was spas? major (mostly unleveraged) opportunity in mental wellness, given that in places like America, 50% of people suffer from stress and one in eight from depression. And with the ?science of happiness? an increasingly hot topic (i.e., happy people are proven to have better physical health, earn more, etc.), spas, as the healing industry uniquely focused on feeling good/pleasure, have fresh opportunities within their traditional focus. A presentation on the latest in brain science also suggested that spas could be re-perceived as places where creativity best gets accomplished, given that stress is the #1 threat to the brain?s ?innovative thinking? center. Delegates learned that stress-reduction and mindfulness approaches can actually ?re-wire? clients? brains and create peak performance thinking conditions. (So, if spas have traditionally been places of escape from work/thinking, a new opportunity to reimagine them as creativity/thinking ?labs? now arises.)
  • Wellness Coaching: Given the global ?diabesity? pandemic, traditional health education is clearly not working, while medical studies show coaching is the superior model to elicit long-term behavioral change. While there are already roughly 100,000 coaches in the U.S., the profession worldwide remains at the early, chaotic stage. But standards are coming (like the American National Consortium for Credentialing Health & Wellness Coaches), and local coaching ?networks? are being formed. Integrating wellness coaching represents a major industry opportunity, but spas need to move beyond their traditionally short-term thinking, to focus on long-term client results and programs.
  • Employee Wellness: With employer-provided healthcare costs spiraling out of control (in the U.S. they will double in ten years), and hundreds of studies showing employee wellness programs reduce costs and boost productivity, two in three larger businesses worldwide have now embraced a formal employee wellness strategy. And with stress-reduction the #1 employer goal worldwide, spas are a very natural ?fit? for the $30 billion-plus workplace wellness industry. But the industry needs to better communicate their total health-focused package (i.e., massage, fitness, meditation, yoga and nutritional counseling, etc.), along with their unique status as the healthy, desirable incentive to keep employees on healthy regimes.
  • Technology, Gadgets & Gaming: New technologies and the industry opportunities they present were a key topic: from Google?s head of retail explaining that spas need to better embrace all the spawning, cheap and easy customer communications technologies available, whether incentivizing people to ?check-in? at places like Facebook or foursquare; creating YouTube videos of facilities, treatments and products; or ensuring easy online booking. Opportunities in the new worlds of wellness gaming and gadgets (from biometric monitoring devices to mobile apps) ? and in other emerging online spa-client engagement platforms that forge more ongoing, supportive connections ? were also hot topics.
  • Empowering Willpower: The latest from the science of willpower was presented, revealing that a) willpower is a limited brain resource, like a muscle that gets fatigued b) creating habits works best c) tackling multiple behavior changes, too fast leads to failure, and d) that glucose is critical for the brain to exercise self-control ? severely questioning ?crash,? short-window lifestyle change or dieting models. Spas have a new opportunity to square their programs with the self-control science (i.e., removing temptations, not over-taxing client willpower/decision-making and implementing mindfulness programs proven to build this ?muscle?), to become the place where truly sustainable health changes and weight loss can get accomplished.
  • Reaching Younger People: Numerous medical experts argued that the industry needs to focus far more on children, and reach people far younger, given that lifestyle behaviors (diet, exercise) begin cementing by age two. (And given the global childhood obesity surge underway, with 155 million overweight, and 45 million obese, children worldwide. ) Spas have a largely untapped opportunity to create more children?s programming specifically focused on developing solid, lifelong wellness habits.
  • Community: Medical experts also explained how, despite (or perhaps because of) our ?wired? world, people are suffering from loneliness at unprecedented rates, and that isolation is a disease that leads to serious health problems. Spas have a natural opportunity (as trusted places of ?touch?) to address this problem creatively, but haven?t yet capitalized on their potential as places of true community.

Dr. Joseph Hutter, Fellow at the Institute for Health Care Delivery Research and a panelist on the Aspen Institute session, summed up many of these industry ways-forward: ?Spas have got to stop selling a checklist of isolated services, and start offering a total way to live. And when they become more complete and accessible wellness advocates, educators and providers, this industry could go from being mere enclaves, to beachheads, of innovation.? Leading thinker on innovation and enterprise transformation, John Kao, agreed: ?Spas need to move from the ?event-driven? model and create much more sustainable connections and experiences.?

New Research: With last year?s delegate poll revealing that ?training/education? was the industry?s #1 obstacle to growth, for 2012 the GSWS sponsored SRI International?s ?Spa Management Workforce & Education: Addressing Market Gaps.? The key piece of research unveiled this year, its findings represent an industry wake-up call:

  • 95% of industry leaders face challenges in hiring spa managers/directors with the right qualifications.
  • While there are 130,000-180,000 global spa managers today, there are only 4,000 students currently enrolled in some form of spa management education program.
  • Even top industry executives have almost no knowledge of the education landscape: only 1 in 5 could name ONE spa management school.

Industry as Job Creator: Keynote speaker Colorado Governor Hickenlooper noted, ??that 49 out of 50 U.S. governors, and the vast majority of senators are concerned about jobs? ? and unemployment is, of course, also a serious problem in the eurozone. As the spa/wellness sector grows, the demand for more (and better trained) spa management professionals, therapists and aestheticians is also booming. So, starting to aggressively tackle the serious industry education challenges would represent not only a huge boon to spas, but to economies worldwide. (AP) ? London Olympic organizers mistakenly displayed the South Korean flag on a jumbo screen instead of North Korea's before a women's soccer match Wednesday, prompting the North Koreans to refuse to take the field for nearly an hour.

The flag flap began during player introductions when a North Korean player was introduced along with a shot of the South Korean flag.

The match against Colombia was delayed for more than an hour, and organizers apologized for the error.

"If this matter couldn't have been resolved, then I thought going on is nonsense," coach Sin Ui Gun said through an interpreter after North Korea won 2-0. "We were angry because our players were introduced as if they were from South Korea, which may affect us very greatly as you might know."

The coach said the organizers corrected the mix-up, although it took some time. Large images of the North Korea flag were put up on both stadium jumbo screens during the delay and the players finally came out.

The team manager refused to have the coach respond to a question of what North Korea leader Kim Jong Un's reaction would have been to the incident.

The London organizers took the blame.

"Today ahead of the women's football match at Hampden Park, the South Korean flag was shown on a big screen video package instead of the North Korean flag. Clearly that is a mistake," organizers said. "We will apologize to the team and the National Olympic Committee and steps will be taken to ensure this does not happen again."

The statement, however, included another gaffe: It failed to refer to the countries by their official Olympic names, causing organizers to reissue the statement using "Republic of Korea" and "Democratic People's Republic of Korea."

Commenting on the flap, the International Olympic Committee pointed to London officials.

"It's a matter for the organizers," IOC spokesman Mark Adams said.

The players walked past reporters after the match still in uniform without stopping. Two were carrying flags ? the correct North Korean one.

North Korea and South Korea are bitter rivals. The flag mix-up comes amid high tension on the Korean Peninsula following a North Korean long-range rocket launch in April and repeated threats by Pyongyang to attack the South. Seoul and the U.S. have called the launch a cover for a test of banned long-range missile technology. North Korea says the rocket, which broke apart shortly after liftoff, was meant to put a satellite into orbit.

Wednesday's match started 1 hour, 5 minutes late. Fans were confused at first, then turned to doing the wave and finally started booing as they became increasingly restless.

An announcement was eventually made over the public address system about 20 minutes after the scheduled 7:45 p.m. (1845 GMT; 2:45 p.m. EDT) kick off, apologizing for the delay and saying it "was due to an issue behind the scenes. We're trying to resolve it and we'll keep you updated."

To pass more time, music was pumped from the speakers. Players from both teams finally emerged onto the field about 40 minutes after the match was supposed to begin. The players warmed up again for 10 minutes before they returned inside the tunnel to be led out again for the national anthems.

"It was very difficult after the incident," Colombia coach Ricardo Rozo said. "We had to wait and warm up again. It affected the mood because we were ready for the match.

"I've never had anything happen like this before, where a country can delay a match for an hour."

Flag controversies aren't new at the Olympics. At the 1992 Barcelona Games, Michael Jordan, Magic Johnson and Charles Barkley from the Dream Team draped U.S. flags over their shoulders to hide a rival sponsor's logo on their jackets when they received their gold medals.

At the 2010 Vancouver Games, the Australians displayed a flag with a boxing kangaroo ? the mascot for the country's team ? in the athletes village, despite an International Olympic Committee rule that usually only permits official national flags to be displayed. The IOC eventually relented.

In 2000, sprinter Cathy Freeman caused a stir when she took a victory lap after winning the 400-meter final at the Sydney Games draped in the Aboriginal flag, which was not recognized as an official national flag by the IOC.

Also in 2000, North and South Korean athletes marched together at the opening ceremony of the Sydney Olympics under the unified Korea flag, sparking a standing ovation. But with relations deteriorating in the years since, each country insists on a separate flag.

Last month, there was another mix-up in Britain. British field hockey officials apologized to the South African women's team for playing the apartheid-era national anthem before one of its matches at the London Cup, a warm-up event for the Olympics.

The event's organizer, Great Britain Hockey, said it was an administrative mistake and offered a "full and unreserved apology."

SALEM, Ore. (AP) ? A 25-year-old woman who duped the state of Oregon into giving her a $2.1 million tax refund pleaded guilty Tuesday and was sentenced to 5 1/2 years in prison.

Krystle Marie Reyes, of Salem, entered guilty pleas to one felony count of tax evasion and three counts of felony fraud. She had faced eight felony charges.

Reyes' court-appointed lawyer, Gale Rieder, said her client faced "overwhelming" evidence, The Oregonian reported (http://is.gd/hiVixm ).

Rieder said her client "wanted to take responsibility for what she'd done."

"She's remorseful and saddened by the impact on her family," the lawyer said. "She has no criminal history."

The woman received the refund on a debit card and spent about $150,000 before twice reporting the card lost or stolen. At that point the ruse was discovered. The state has recovered about $1.9 million of the money.

An Oregon Department of Revenue spokesman said Tuesday that the findings of an internal agency audit would be released Wednesday.

Reyes filed an electronic tax return in late January via Turbo Tax, erroneously reporting earnings of more than $3 million, authorities have said. Her request for a $2.1 million refund was initially red-flagged by an automated system.

The Oregonian quoted from a 24-page search warrant affidavit regarding what happened next.

The return was set aside for review by processing staff and managers for potential fraud. But "some time later," the affidavit said, a Revenue employee overrode the flagged payment and the refund was issued.

By policy, three agency employees are required to verify the override, the newspaper said. However, according to the affidavit, no one responsible for reviewing the return opened the file to look at it or looked at the W-2 form Reyes filed.

Reyes previously worked at retirement facilities or senior care homes and reported income of less than $15,000 per year in 2009 and 2010, records show.

Before her June 6 arrest, Reyes' spending spree included about $1,800 in cash to buy a 1999 Dodge Caravan and spending $851 on tires and wheels.

The affidavit says other purchases included a queen-sized air mattress, a deep fryer, an air conditioner and a cream and gray floral rug. She bought a sofa and recliner with brown leather trim.

Andrew Campbell, a senior assistant state attorney general who filed the charges against Reyes, declined to comment on Tuesday's plea deal.
